go  kill the red dragon and it's trainer in shaunwey
then kill the raskle   for the red tanning  fluid 
go to the tanner  to the west of the garbage heap in the main fair grounds
then go to the armorer  and you have completed the red dragon skin leather armour quest, 
note,  you will need six crown at least I think.
